What is an Item Upgrader in Pokemon Go?

Some of these boosts are useful in specific builds (such as Whistan's shield for FB sorcs) while others can bring an enormous amount of value to certain collectors.
Certain items come with a built-in boos which is less useful when upgraded. For instance the Goldwrap offers an additional slots for potion. These are often upp'd to increase the value of a perfect or near-perfect item.
Costs
There are some costs associated with item upgrades (look at this website). The first is the cost of performing the upgrade. This cost depends on the new ilvl of the item and the amount of perks it receives and is often expensive. It is also costly to upgrade an item to a higher level (such as Explorer > Champion, or Veteran > Heroic).
The second is the price of the materials required to upgrade. The items used are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). The amount of these items required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take up to 8 hours depending on the size of an upgrade. The upgraded item's base stats are calculated by using the new ilvl of the item bonuses, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, as well as other important stats. In some instances, the upgrade will grant additional benefits that can be chosen from a list of available benefits.
Rarely, the new benefits gained will cost more than one perk slot to acquire; in these situations the upgrade will replace the most expensive perks. It is also possible to add a number of additional elements to the upgrade, which increases the chance of success. These are shown in a separate window, above the + button. However, there are limitations to this, and the maximum amount of material that can be added is displayed right above the + button in the user interface.
A Blacksmith Blessing, or an upgraded version of it can be used to boost the likelihood of an upgrade succeeding. This item is beneficial in the event that you have a weapon or piece of equipment that has reached the maximum level for its tier or is close to it. This item will allow you upgrade the equipment to the next tier without the risk of it breaking.
If an upgrade fails, it will be reverted to its previous state. This is usually a break, but can also be an upgrade. You should save an upgrade until you are nearing the maximum level for an item upgrader kit.

Failure Rate

However, it is important to remember that not all items can be upgraded. The rate of upgrade and enchantment is dependent on the rank of the item. The higher the rank, the more Zen and items you will need to upgrade it.
This system can be very expensive, particularly for high-end gear. Upgrades to weapons and armor can cost as much as 100,000 Z or 100 Carnium. As you progress in rank, the success rate decreases. However, you can utilize cash shop items to increase the chance of upgrading an item successfully.
Normal Upgrade is the most basic upgrade that can be performed on weapons, armor pieces and bicycles. It requires different grades of core, dependent on the kind of item. In general, lower quality items require cheaper cores while higher grade ones require more expensive cores.

You can also select an item with a safeguard, which will protect the item in case of failure. The cost of this protection will vary however it will always be lower than the cost of a new item. The protection can only be used only once per upgrade and will not expire until it is used again.
The UI for the item upgrader can be a bit confusing, but it is not impossible to navigate. The main menu is displayed on the left, and the upgrade window is on the right.
