The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to buy upgrades.

Some items have a built-in boos, which is less effective when upgraded. For example the Goldwrap offers an additional potion slot. These are often upp'd to inject more value into a perfect or near-perfect item.
Costs
Upgrades have certain costs associated with them. The most significant cost is the upgrade itself. The cost for this upgrade can be costly and is dependent on the new ilvl of the item and the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The other is the cost of items needed to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or specific Mists of Pandaria or Warlords of Draenor Quests. The amount of these items required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours, depending on the magnitude of an upgrade. The base stats of an upgraded item are calculated based on the new ilvl as well as other characteristics. This calculation determines new Armor Class bonuses, damage dice, as well as other vital statistics. In some instances the upgrade can grant additional advantages that can be picked from a list of available advantages.

This item is helpful if you have a weapon or piece of gear that has reached the maximum level for its tier or is close to it. It will let you upgrade that piece of gear to the next level without worrying about it breaking.
If an upgrade fails the system will be returned to its initial state. This is usually a downgrade, but can also be an upgrade. Keep an upgrade in reserve until you are nearing the maximum level of an item upgrade.

The process of upgrading can take up to five minutes.
