When an item is upgraded its base type changes. Upgrades to a normal Best Item Upgrader create an Exceptional version, whereas upgrades to an Exceptional version create an Elite. The item upgrading will be able to keep its previous upgrade stats, but will also receive an additional bonus of its new base type. This bonus will be randomly selected from the following options: the chance to acquire a weapon with an increased damage range or an increased reload speed or the chance to obtain an increased defense roll.
The amount of upgrades you do will determine the amount of extras you will receive. Each upgrade will increase the extras in question by a factor of one, up to a maximum of three. Each upgrade will also boost the stats in the main menu by +1.

Certain items come with inherent boo, which is not effective when upgraded, such as the Goldwrap which provides additional slots for potion. They are often upgraded to add more value to a nearly perfect item.
Costs
Upgrades have a few associated costs. The first is the cost for the upgrade. It can be costly and depends on the new ilvl of the item upgrader kit and the number perks it gains. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of the materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). These materials can be found in the inventory of an upgrade vendor.
The process of upgrading an item is complicated and requires time. It can take 8 hours, depending on the size of the upgrade. The upgraded item's base stats are calculated using the new ilvl of the item bonuses, perks, and other properties. This calculation determines the updated Armor Class bonus, damage dice, as well as other important statistics. In some instances the upgrade can grant additional benefits that can be chosen from a variety of advantages.
In rare instances, the upgrade will replace only the most expensive bonuses. The upgrader may also make other changes to the item, such as changing the damage type of its weapon or eliminating an operational or unwieldy function. The cost of these changes is based on the item's current ilvl and it may require a special substance like adamantine alloy.
