Item upgrades can be used to increase the stats of a particular item. Depending on the upgrade type it could increase an item's Mark Level or Rarity, and also boost other stats.
Each item has a track for upgrading it. Each upgrade increases the price of the next item by a specific amount.
Item Level
When an item gets upgraded, its basic stats are increased in value. The value is the sum of an item's upgraded perks (attack magic attack and defense). Upgrades to items can be costly, depending on the upgrader and the kind of upgrade you decide to do. This is due to the fact that many perks must be replaced in order for the item to be upgraded.
It can also be used as a gating requirement when queueing for dungeons, raids and scenarios. It can also be used to limit how much PvP gear players can wear since PvP is not available at a lower level. The average item level can be found on the character sheet.
The level of an item will allow players to compare the power of equipment when deciding to purchase or sell. It's a good indicator of the quality of an item and the amount of damage it will be capable of causing. Comparing items in a vendor's stock is possible using the level of the item.
On PC, you can check the level of the item by pressing ALT or by using the left stick on XB1 or PS4. This will show the full description of the item, including its value. You can also locate it by hovering over an item and typing /itemlevel in chat.
There are a variety of theories on how the level of an item is determined. One theory suggests that the level of an item is determined by a formula that calculates the value of the stats of an item really are. It takes into consideration that different benefits are valued differently and that gems found in sockets boost the value of the item. This can lead to an item's ilvl calculated, which is often very close to Blizzard's real level of the item.

Item Stats

In addition to Rerolling affixes and rerolls, players can also choose which stats to keep on an item after it is upgraded. The stat ranges are determined by the item's level. However every item will contain at least one stat in that range unless they are an exclusive item or an item that has a God Roll from a raid boss.
Another thing that could be changed is the option to upgrade equipment without having to reroll the affixes, or choose which stats to increase. However, as with the base equipment, this would have to be done on a per-item level, and the item compare interface would not display all the possible stats either lost or gained at the same time.
Item Luck
A player's Luck stat stacks up to increase the likelihood of item discoveries, the properties spawned on loot drops, and the intensity of those properties. It does not, however directly impact damage or the ability to upgrade items. It simply gives players the chance to upgrade their equipment in earlier waves, and is therefore more useful in early game runs than later ones as most players prioritize greater weapon scaling and defense over the raw damage gain.
Luck can also increase the chance of upgrading items at the Blacksmith. This should not be confused with the Blacksmith's overall upgrade chance which increases with each level and can be further increased by using an anti-material, such as a Scroll of Strength or a Jewel of Blessing.
The shields, armor and weapons have the default Luck value of 40. These items can be augmented by using golden ingots or spined leather (depending on their material type) for a further +40 luck or to increase the Luck of an item upgrader kit up to 140.
Certain items, like the weapon with Hollow-infused components can also be outfitted to increase the damage of any skill that is able to deal damage by five percent. These items are available in the shop or created using the right ingredients.
Item Failure
Item upgrades are costly and not all upgrades will be successful. However, there are cash shop items that allow players to boost their success rate or prevent them from losing an item if the upgrade is unsuccessful.
The success rate of an upgrade is displayed in the Honing UI. The percentage represents the chance of completing the upgrade successfully and it can be increased by adding Additional Materials or Special Materials. There are limitations to how much success rates can be increased and the chance of an upgrade failing can't exceed 100%.
The luck of an item can also affect the effectiveness of an upgrade. Every item has an average success rate of 25%, and each item that has Luck increases the chance of success by five percent.
It is important to note that upgrade items (voprosi-Otveti.Ru) are rendered above the inventory items therefore enchantment glints and other effects can be masked by them. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
