Costs
There are a few costs associated with item upgrades. The first is the cost of performing the upgrade. This cost can be expensive and depends on the new value of the item and the number of perks it receives. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords of Draenor Quests. The quantity of these items required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours depending on the size of an upgrade. The upgraded item's base stats are calculated by using the new ilvl of the item bonuses, perks, and other properties. This calculation determines the latest Armor Class bonus, damage dice, and other crucial statistics. In some instances the upgrade can grant additional perks that can be selected from a variety of advantages.
Rarely, the benefits obtained will cost more than one perk slot to acquire In these instances the upgrade will replace the most expensive perks. The upgrader may also make other modifications to the item, like changing its weapon damage type, or adding or removing an operative or unwieldy feature. These modifications are based on the item's ilvl and may require special materials, for instance Adamantine.
Success Rate
Upgrades to items are based on a chance, and like any random system there is an opportunity that the upgrade won't succeed. There are a number of ways to increase the chances of success.
