On PC, you are able to view the item level by pressing ALT or using the left stick on XB1 or PS4. This will display the complete description of the item, including its level. It can also be found by hovering an item with the mouse cursor, and then entering /itemlevel into chat.

There are a variety of theories on the method by which the level of an item is determined. Item Stats

The stats of an item are a major element in what determines the value of an item for players. The game makes use of them in a variety of ways to encourage players not to restrict themselves to a particular weapon and to encourage them to try out other weapons. The stat mods of weapons boost base stats. These stat mods are then boosted by the player's level.

The upgrades to an item can increase the stats of an item level upgrade. The rarity of an item determines the upgrade cost. For instance, a gray or white item can only be upgraded once, whereas an item with rare levels will be upgraded multiple times, at higher costs.

Players can choose to upgrade an item with specific stats, or reroll attaches. The stat ranges are determined by the item's level. However every item will contain at least one stat in the range, unless they are an item that is unique or the item is a God Roll from a raid boss.

Another thing that could be changed is the possibility to upgrade equipment without having to reroll the affixes, or choose which stats to boost. However, as with the base equipment, this would have to be done on a per-item basis, and the item compare interface will not show all the stats that could be either lost or gained at the same time.

Item Luck

The Luck stat of a player boosts the chance of finding items as well as the properties spawned by loot and the intensity of these properties. However, it doesn't directly impact damage or the ability to upgrade items. It gives players the chance to upgrade their gear in earlier waves and is thus more beneficial in early game runs than later ones because most players value higher weapon scaling and defenses over the raw damage gain.

Luck can also boost the chances of upgrading items at the Blacksmith. This is not to be confused with the Blacksmith's overall upgrade probability that increases with each level of the item and can be further increased by using an anti-material such as a Scroll of Strength or a Jewel of Blessing.

The shields, armor and weapons have an initial Luck value of 40. These items can be enhanced with golden ingots, spined leather, or oak boards (depending on the item's material type) to grant a further +40 Luck, or to increase the existing Luck of an Best item upgrader up to 140.

Additionally there are certain items, like the Hollow weapon that is infused with hollow can be used to increase the damage dealt by any damage-dealing skill by five percent. These items can be purchased in the shop or crafted using the right ingredients.

Item Failure

Not all upgrades are successful. However, there are cash shop items that allow players to increase their chance of success or stop them from losing an item if the upgrade is unsuccessful.

The rate of success of an upgrade is displayed in the Honing UI. The percentage represents the probability of successfully upgrading the item and can be increased by adding Additional Materials or Special Materials. There are limitations to how much success rates can be increased and the chance of an upgrade failing cannot exceed 100%..

The Luck of an item can also affect the success of an upgrade. Each item has a success rate of 25 percent and each item with Luck increases the chance of success by 5%.

The item upgrade overlays are displayed above items in the inventory. This may block enchantment effects as well as other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
