Item upgrades are a way to increase the stats of an item. Based on the type of upgrade you choose, it may increase an item's Rarity or Mark Level and increase other stats.

Item Level
The value of an item's base stats increases as it is upgraded. This is the sum of all of an item's upgraded perks (attack magic attack and defense). Upgrades can be costly, depending on the person you hire and what you decide to do. This is due to the number of perks that must be modified to upgrade an item.
It is also used as a gating requirement while queueing for dungeons, raids and scenarios. It also serves to limit how much PvP gear players can wear as PvP is restricted at a lower level. The average level of the item is listed on the character sheet.
When deciding whether to buy or sell equipment, players can compare the item level. It's a good indicator of the quality of an item level upgrade and how much damage it is capable of causing. Comparing items in the inventory of a seller is possible using the item level.
The level of the item can be viewed by pressing the ALT key on a PC or using the left stick (L3) on XB1 and PS4. This will show the item's full description, including ilvl. You can also locate it by hovering over an item and typing /itemlevel in chat.
There are many theories about how the item level is calculated. One theory suggests that the item level is determined by an equation that determines the value of the stats of an item really are. It considers that different benefits are valued differently and that gems found in sockets boost the value of the item. This can lead to a calculated item's ilvl that is typically very close to Blizzards actual item level.
It's not the only thing that affects the ilvl of an item. The level of the area where the item was dropped may change its stats. For instance it can increase the item's haste or crit score. This means that items dropped at higher levels will have higher the ilvl than items from lower level instances.
Item Stats
Item stats can determine the fate of an item for players. The game uses them in many ways to encourage players not to limit themselves to a single weapon, and to encourage players to explore other weapons. The stat mods on an weapon increase the base stats. These stat mods are then increased by the player's level.
Upgrades to the item add by increasing certain stats of the item. The rarity of an item determines its upgrade cost. For example, a grey or white item will only be upgraded once, while an item with rare tiers can be upgraded many times with higher prices.

Presently, all affixes are able to be rerolled by selecting them from the upgrade window and pressing the green button, which is accompanied by the arrows that circle. It will cost a set amount of gold and other items. These can be used as upgrade gauges, as with other methods of rerolling.
In addition to rerolling affixes, players can select which stats to be kept on an item upgrading when it is upgraded. The possible stat ranges for an item are based on the level of the item, however every item is guaranteed to have at least 1 stat within the range, unless it is an exclusive item or an item that is a God roll from a boss of a raid.
This is another thing that could be altered by adding the option to upgrade the equipment without rerolling the affixes, or selecting which stats to increase. Similar to the base equipment, this must be done per item and the item comparison interface wouldn't display all possible stats simultaneously.

The Luck stat of a player boosts the probability of obtaining items and the properties that are spawned by loot and the intensity of these properties. It does not, however directly affect damage or the ability to upgrade items. It merely gives players the chance to upgrade their equipment earlier in the game and is therefore more beneficial in early game runs than in later ones, since most players prefer more powerful weapon scaling and defenses over damage gains.
In addition to influencing item discovery, Luck also increases the probability of success when upgrading items with the Blacksmith. This is not to confuse with the Blacksmith’s overall chance of upgrading, which increase with each item level. They can also be increased by using anti-materials, such as the Scroll of Strength and a Jewel of Blessing.
The shields, armor and weapons have the default Luck value of 40. These items can be improved with golden ingots or spined leather (depending on the material they are made of) for a further +40 luck or to increase the luck of the item to 140.
Moreover there are certain items, such as the Hollow infused weapon can be used to boost the damage of any damage-dealing skill by five percent. These items are available in the shops or made using the right ingredients.
Item Failure
Upgrades to items are a costly process and not all upgrades will be successful. Cash shop items can be used to increase the chances of success for an upgrade, or to protect players from losing their item if it fails.
When you upgrade an item the rate of success is displayed in the Honing UI. The percentage represents the probability of successfully upgrading that item and can be increased by adding Additional Materials or Special Materials. There are limitations on the extent to which success rates can be increased and the chance of a failed upgrade cannot be greater than 100%..
The success of an upgrade is also affected by the luck of the item. All items have an initial success rate of 25%, and every item that has Luck increases the chance of success by an additional 5%.
Note that upgrades to items are rendered above the items in the inventory therefore enchantment glints and other effects can be obstructed by them. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Best item upgrade upgrader (98e explains) CORE client config.
