In certain instances, rerolling an item can significantly increase its value. However the item will not retain its ilvl level, so rerolling is only useful when an item has rare affixes.
Rerolling an item resets the base power as well as any upgrades, and rerolls the substats on top of that. This is helpful if a ring's substats are not what the user is looking for or if the band's maximum power was less than the one desired. The token for rerolling can be obtained from a variety sources, including the skulled creatures, the mystery box or as a reward after defeating a boss.
