Any NPC that upgrades items can be located in the game. These NPCs can be found in major questing areas, or capital cities. You can also find item-upgraders by visiting dungeons that have high-level bosses and talking to NPCs at the garrisons of your faction.
The World of Warcraft item upgrade system allows players to improve the quality of armor, weapons and trinkets.
